Blackout is the optional ability whose name explains the pitch: Michael's whole kit gets stronger in darkness — lights drain Bloodthirst and restrict Shape Jump — and Blackout is the pick that weaponizes the light war itself. It's one of the three established optional abilities for the loadout's three open slots.
